Developers applying for land rezoning
THE MAJORITY of submissions made to the County Council regarding the Gorey Local Area Plan were made by landowners and developers.
Of the 37 submissions made regarding the draft plan, 21 are from people seeking to change the proposed zoning of their land.
Ten of these submissions are from landowners whose property is outside the boundaries of the plan and were seeking to have the lands included within the boundary.
The largest of these proposals was from Cleary and Doyle Developments Limited and their 58acres of land in Courteencurragh, Clonattin which they sought to be included within the boundary.
They sought the land to have a various number of uses including Commercial and Mixed (12acres), Recreational, Amenity and Open Spaces (6acres) and Medium Residential Density (27acres).
In their submission Cleary and Doyle said the proposed road link from the Clonattin Road to the Courtown Road cannot be realised in the absence of additional zoning. Mr. Breen however states in his report that the road link can be facilitated on the existing zoned land within the Draft Plan.
Tom and Pat Redmond, whose family own the Ashdown Park and Amber Springs Hotels in the town made two separate submissions relating to land owned by them in Gorey.
The first submission related to land in Mill Lands which was zoned as Long Term Residential (Low Density) in the Draft Plan and includes a buffer zone for the wastewater treatment plant.
The Redmond Brothers sought to have this amended to high density residential zoning stating they purchased the site on the basis of high density zoning.
In his comments on the submission, Mr. Breen said the recommended density of up to seven dwellings per acre is appropriate at this location. Mr. Breen recommended to retain the existing land use zoning and retain the buffer zone until the wastewater treatment plant is converted for use as a pumping station only.
The second submission made by the Redmonds was in relation to land at Ballyloughan on the Arklow Road. The land was initially outside the boundary of the Draft Area Plan but the owners sought to have it included and zoned Business and Technology Park.
The submission states they bought the site on the basis of this zoning and the development permitted to date on the site represents the first phase of development within the context of the entire site as previously zoned.
Mr. Breen accepted the landowners’ request and recommended the land would be included in the Draft Plan area and they would be zoned for Business and Technology Park.
Another company, Pat Neville and Son Developments made three separate submissions to the council relating to three parcels of land which were outside the Draft Plan area. All submissions sought to have the land included in the Plan area and zoned residential.
The land is located in Ballyowen, Kilnahue Lane and on the Carnew Road and in response to all three submissions, Mr. Breen stated: “No change is recommended to the Draft Plan boundary as there is already a sufficient amount of residential zoned land with the plan area.”
